As the former manager of a homeless shelter where we had a similar setup with unused bags at the bottom of the can, I can tell you that the first time you get a hole in a bag and garbage leaks over all the bags in the bottom of the can will be the last time you continue this setup.

Maybe the trash can is so stealth that her husband can't find it now to take it out his own damn self. (What can I say...somebody has to worry about these things.)
